Fred Tulley’s primary areas of practice include Commercial Litigation, Securities Litigation, Professional Malpractice, Construction, Antitrust, RICO, Commercial Bankruptcy and Insurance Insolvency. He received a B.A. from Louisiana State University in 1970 and his J.D. from the University of Virginia in 1973. Mr. Tulley is admitted to practice in all Louisiana state courts, in the federal district courts for the Middle, Eastern and Western Districts of Louisiana, the United States Fifth Circuit Court of Appeals and the United States Supreme Court. He was selected for inclusion in The Best Lawyers in America® and Louisiana Super Lawyers.
Mr. Tulley was invited to testify before an Investigative Subcommittee of the U.S. House of Representatives, Energy and Commerce Committee on the issue of insurance company insolvencies.

Significant Recent Engagements:
- Represented a riverboat casino operator in defense of a $600 million Louisiana Unfair Trade Practices claim by a competing license applicant. Jury award for the plaintiff in the amount of $3 million reduced by the trial court to $1.6 million, and then overturned on appeal. Applying the Noerr-Pennington doctrine, the Court of Appeal dismissed all of plaintiff’s claims. The Louisiana Supreme Court denied writs and the U.S. Supreme Court denied certiorari.
- Represented a large public university in contract dispute involving construction of gas turbine co-generation plant and energy cost savings issues, with a total sum in dispute of more than $25 million.
- Represented a financial advisory firm’s investment funds against investment bank to enjoin declaration of default and disposition of $600 million face amount of securities, pending arbitration of dispute over the parties' obligations under contract. After TRO was issued by the trial court, the case settled.
- Represented a venture company in a fraud case arising out of the sale by a financial audit and advisory firm and others of fraudulent tax shelter devices. The case settled, with the plaintiffs recovering all of their damages and attorneys fees.
- Represented a Louisiana waterfowl industry company in patent infringement case.
- Represented a Louisiana parish government in federal securities fraud claim. After jury verdict of $800,000, the case settled.
- Represented a manufacturing firm in contractor's delay claim arising out of industrial construction project. Case settled before trial
